Archangel Michael's 2025 transmission "The Deep State are Planning for Their Last Stand" gives the canonical definition: "The peoples of your planets who are known as the members of the Deep State, a conglomerate of negatively oriented entities seeking control, perceive their power is waning. … As the Deep State social memory complex of your planets, they feel the inevitable shift, the turning of the cosmic wheel, and resist with the desperation of those who cling to an expiring paradigm" (T610, Archangel Michael, 2025-01-21).
